More than 400,000 people could return to work as New York begins phase one of reopening amid the COVID-19 pandemic. However, it’s not business as usual, as strict public guidelines are now in place. Concerns of a possible spike in infections remain but city officials say this first phase is an important step on the long road to recovery. William Denselow reports from New York.
